Attached is important information regarding the upcoming COVID Vaccine opportunity. Please carefully review the Information Bulletin 20-07, the COVID Vaccine Declination Form—if you choose not to receive the vaccine at this time, and the *COVID pre-screening and agreement form—fillable PDF. If you choose to do the pre-screen form via the fillable PDF, please note that you will need to print it and bring it with you, in order to receive the vaccine at your scheduled time. This is the same form that you will receive at the fire station—prior to your scheduled date—in hard copy form and can easily fill it out and bring it with you

If you choose to use the declination form, the completed fillable form can be securely sent to Fire-HRWorkComp@ci.stpaul.mn.us and Fire HR will file it. If you would rather deliver a hard copy to HQ, please send it to the attention of Tracey Blees or Nancy Denkinger.   

Finally, you will also find an information sheet on the Moderna COVID -19 Vaccine Emergency Use Authorization (EAU) Recipients, “What to Expect Card” which should assist in answering questions.  

**BLS and Station 51 staff, please go on one of the dates noted in the schedule—off duty—with the station that your Ambulances are assigned.

Information and Direction for COVID Leave Requests and Pay

As with most U.S. states, Minnesota is now reporting community spread of COVID-19. With this new transmission stage, there is the potential to for each of us and our families to be affected. Should this occur, this may result in the need to request a leave. Our process for extended leave will not change with COVID related absences.

Employees requesting a COVID related leave should notify their supervisor immediately regarding the need for a leave and Fire Department HR at Fire-HRWorkComp@ci.stpaul.mn.us. Fire Department HR will be following up with employees regarding documentation and confirming approval for the leave, including the new Emergency Pandemic Leave (EPL) that will be available starting tomorrow, Saturday, March 28th.  All COVID related leaves will be tracked and reviewed by Fire Department HR. Employees and supervisors will be notified by email regarding their eligibility for the Emergency Pandemic Leave (EPL).

Please see the attached directions from Central Human Resources for COVID leave payroll codes for timekeeping/timecard submission. Employees on Dynamic Schedule will have their leave time coded by their supervisor and/or the timekeeper. Employees and supervisors using TASS for timekeeping, please see the attached directions for further information.

The following order should be used for available leave:

  1. Emergency Pandemic Leave (EPL) (if appropriate)
  2. Sick leave
  3. Vacation or Compensatory Time
  4. Other Paid leave: Tour of Duty
  5. Negative ESST
  6. Leave no Pay

As a reminder, if an emergency response employee has COVID symptoms, please notify the Deputy Chief’s Office immediately for instructions on healthcare provider testing and do not report to work if off-duty. All other employees should contact their primary health provider for further assistance and instruction.

The City’s Employee Assistance Program (EAP) is a resource that may be of assistance as well to all of us during this time. The EAP is a 24/7 confidential counseling and referral services to you and your family. Their number is: 1-800-626-7944

Fire Department HR will continue to be here to support everyone through this pandemic. In order to meet employee and supervisor needs, Fire Department HR will be available 7 days a week and monitoring the Fire-HRWorkComp@ci.stpaul.mn.us email during the weekend.
